First, one layer of 200mph Racer Tape.
Then some rope cut into short lengths and put crosswise, and another layer of tape to make the bar-tires.
I was then going to put down 40grit sandpaper, but it wouldn't conform to the bars.. so I settled for another wrap of racer tape with 20-tacks poked through on either rear tire.
Up front, since it's 2wd, I just put the rope around the first layer of tape, then put tape over it to hold the rope in place - I just wanted the ground clearance.
